DBE Application Information
The Hawaii Department of Transportation (HDOT) is pleased to announce a new online application system for Disadvantaged Business Enterprises (DBE) and Airport Concession Disadvantaged Business Enterprises (ACDBE). The system will allow DBE/ACDBE Vendors to electronically submit:
- New DBE/ACDBE Certification Application from Submission to Completion
- DBE/ACDBE Annual Affidavit of No Change
- Interstate DBE/ACDBE Certification Application
- Report Changes or Request Expansion of Work Codes
There are many other system features that users will enjoy such as the ability to access the DBE/ACDBE Directory with keyword search capabilities, download certification letters, and upload supporting documents. This new system will allow HDOT and its Vendors to go paperless, which will save time and money in processing!
During the system roll-out, you will be required to log into the system to update/create a password, review and update contact information to include email addresses for your business. This update will ensure that we can communicate with you in a timely manner regarding your certification record.
In most instances your user name is your email address. If you are currently DBE certified with HDOT, your firm is already in the system and an account already exists. Please utilize the following link to look up your business to see if it already exists:

The information requested on the Application and Personal Networth Statement is necessary to determine whether your firm qualifies as a DBE/ACDBE according to the guidelines established by Title 49, Code of Federal Regulations (CFR), Part 26.
