REVISION #1
The STIP has been modified by STIP Revision #1 to address the immediate need to increase funding for the City and County of Honolulu’s Bridge Inspection and Appraisal activities (OC2) for fiscal year 2008. This is in response to the National Bridge Inspection Standards (NBIS) compliance deadline set for February 2008 and the concern for assuring the safety of our bridges.

Note: This Revision also requires a revision of the Oahu 08-11(+2) Transportation Improvement Program (TIP). Revision of the TIP will reflect directly in this STIP Revision. REVISION #2
The STIP has been modified by STIP Revision #2 to re-program funding for STIP project KC9 – Lydgate to Kapaa Bike/Pedestrian Path. Funds for the Design activities and for Rights-of-Way activities were programmed in FY2007, but were kept from being obligated until Kauai County completed its bridge inspections. Kauai County has since completed its bridge inspections and have requested that funds for these activities be reincluded in the STIP so that they may be obligated this 2008 fiscal year.

REVISION #3
STIP Revision #3 represents “major” changes to the STIP that are needed to address new information on project readiness and new cost estimates.Brief explanations of the changes can be found in the following file:

STIP Revision #3 has been approved by FHWA and FTA on April 14, 2008.

REVISION #4
The intent of STIP Revision #4 is to reflect “major” changes to the STIP that are needed to address new information on project readiness (changes in project development schedules), new cost estimates and updated project priorities. Needed safety improvement projects will also be added. Brief explanations of the changes can be found in the following file:

STIP Revision #4 has been approved by FHWA and FTA on August 13, 2008.

REVISION #5
STIP Revision #5 reflects schedule and funding changes to the STIP that are needed to accommodate the Department’s two priority projects, OS28 – Interstate Route H-1, PM Contraflow, Westbound, Waiawa Interchange Improvements and OS29 – Interstate Route H-1, PM Zipperlane, Westbound. The intent of these priority projects is to develop extra flexible capacity for the H-1 corridor during the afternoon. Further schedule and funding changes are needed to account for additional funds for construction contract change orders, new information on project development schedules and new cost estimates. Six new Highway Safety Improvement Program (HSIP) fund-eligible projects are also being added. Explanations of the changes can be found in the following file:

STIP Revision #5 has been approved by FHWA and FTA on March 2, 2009.

REVISION #6
STIP Revision #6 will reflect project changes that are required to receive funding from the new Federal Economic Recovery Bill. These funds are additional federal monies that may be granted to the States to help stimulate the economy. These funds can only be used for projects that are ready-to-go in a very short time-frame. Projects using these funds must still comply with all federal regulations. Coordination with County agencies and the Oahu MPO has occurred. We have made an assumption on the funding levels for the Economic Recovery Bill based on guidance from the Federal Highway Administration and the Federal Transit Administration. If these assumed funding levels are different, we will again revise the STIP/TIP accordingly. New project information can be found in the following file:

STIP Revision #6 has been approved by FHWA and FTA on March 2, 2009.

REVISION #7
The STIP has been modified by STIP Revision #7 to address the immediate need to make changes to the County of Honolulu’s federal highways and federal transit programs. Minor funding category changes have also been made to American Recovery and Reinvestment Act (ARRA) projects. The funding category for ARRA projects has been changed from Economic Stimulus to ARRA-09 for consistency purposes.

Revision #7 has been processed as a Pre-Approved Administrative Modification. Administrative Modifications include cosmetic and minor changes to the scope, schedule or cost estimate of an existing STIP project.

REVISION #8
STIP Revision #8 mostly reflects schedule changes that are a result of adding design/build funds for the Department’s priority project, OS110 – Interstate Route H-1 Eastbound Improvements, Vicinity of Ola Lane to Vineyard Boulevard Off-Ramp, Oahu. The intent of OS110 is to develop additional capacity for this segment of the H-1 corridor to relieve a nationally recognized, severe bottleneck during peak periods. State jurisdiction projects statewide that are programmed in 2010 and beyond are being proposed for deferral due to the cost of STIP project OS110. County jurisdiction projects were not proposed for revision due to STIP project OS110.

Other changes are needed to account for updated information on project development schedules and updated cost estimates. For informational purposes, also included are actual obligation amounts for STIP projects obligated in federal FY 2008.

Since the authorization of the American Recovery and Reinvestment Act (ARRA) earlier this year, the STIP is also being revised to reflect the actual amount of ARRA funds Hawaii has received. This revision identifies planned ARRA projects and their backups. Backup ARRA projects will be funded with ARRA funds should an ARRA project be delayed.

REVISION #9
The STIP has been modified by STIP Revision #9 to address the immediate need to make funding category changes to the City and County of Honolulu’s federal transit program. Minor changes have also been made to reflect more accurate estimates.

Revision #9 has been processed as a Pre-Approved Administrative Modification. Administrative Modifications include cosmetic and minor changes to the scope, schedule or cost estimate of an existing STIP project.

No neighbor island projects schedule or cost estimate changes were made through STIP Revision #9.

REVISION #10
The STIP has been administratively modified by STIP Revision #10 to address the need to:

  1. Reflect actual obligation amounts for ARRA projects that have gone through the bidding process.
  2. Identify projects, which were previously funded with local funds or regular formula funds, to utilize ARRA funds.
  3. Defer ARRA backup projects from FFY 2009 to FFY 2010 to accommodate the March 2010 ARRA obligation deadline.
  4. Show changes to cost estimates, project delivery schedules, funding categories or phases due to various project-related reasons.

This revision has been adopted on September 15, 2009.

REVISION #11
The primary purpose of this revision is to address needed changes to FHWA funded projects due to shifts in project priorities and cost estimate increases or decreases that occurred at the end of FFY 2009. Other scheduling changes or funding restructuring were also necessary to fiscally balance the aforementioned changes.

This revision also identifies newly planned American Reinvestment and Recovery Act (ARRA) funded projects and their backups. Backup ARRA projects will be funded with ARRA funds should an ARRA project be delayed.

Changes to the FTA program reflect updated revenue estimates and project development related changes.

REVISION #12
The main purpose of this revision is for the addition of the City and County of Honolulu’s Kamokila Boulevard Restoration project, which is expected to use American Reinvestment and Recovery Act (ARRA) funds in FFY 2010. In order to keep the STIP financially constrained, the City and County of Honolulu has reprogrammed funds from some of their other FHWA-funded projects to fund their new Kamokila Boulevard Restoration project.

Secondarily, this revision will identify other ARRA backup projects. Should a designated ARRA project be delayed or less expensive than anticipated, available ARRA funds are eligible to go to ARRA backup projects that are ready to go.

Lastly, this Revision will add funding to a project to develop a Corridor Management Plan for Mamalahoa Highway on the Kona side of the Island of Hawaii. A federal grant for this project was recently approved. This plan is a requirement for the corridor to be designated a National Scenic Byway.

REVISION #13
The main purpose for Revision #13 is to reflect project changes that are required to receive funding from the new Potential Second Recovery Bill (ARRA-2). These funds are additional federal monies that may be granted to the States to help economic recovery. These funds can only be used for projects that are ready-to-go in a very short time-frame. Projects using these funds must still comply with all federal regulations. Coordination with County agencies and the Oahu Metropolitan Planning Organization (MPO) has occurred.

Funding levels, and guidelines for ARRA-2 are not known at this time. This revision will identify potential ARRA-2 funded projects. A future revision will be made before the end of the 2010 federal fiscal year to account for any necessary adjustments.

REVISION #13 RE-SUBMITTAL
STIP Revision #13 was developed in anticipation of a second American Recovery and Reinvestment Act for 2010 (ARRA-2). It added new ARRA-2 projects and funding in federal fiscal year (FFY) 2010. HOWEVER, the HIRE Act that was signed in March 2010 did not identify additional funds for an ARRA-2, as previously expected. The HIRE Act did extend the TIGER grant program. After coordination with Federal Highway Administration (FHWA) and Federal Transit Administration (FTA), it was decided that STIP Revision #13 will be rescinded, modified and resubmitted to reflect the outcomes of the HIRE Act.

The re-submittal of STIP Revision #13 includes deferring all ARRA-2 projects that were added in FFY 2010 to FFY 2011. All existing projects that were identified as possible ARRA-2 projects will no longer be designated as such. Since the TIGER program has been extended, potential TIGER-2 designated projects will still be identified in FFY 2010.

All undone actions are being covered through the Administrative Modification procedures.

The primary purpose of this revision is to address needed changes to FHWA funded projects due to shifts in project priorities and cost estimate increases or decreases that occurred through the project development process this year. Projects from our Highway Safety Program were also added as priority needs were identified. Other scheduling changes or funding restructuring were also necessary to fiscally balance the aforementioned changes.

Changes to the FTA program reflect updated revenue estimates and project development related changes.
