To reduce the transmission of COVID-19 in Hawaii and avoid strain on our healthcare system, Governor David Ige enacted a mandatory 14-day traveler quarantine and passenger verification process for those traveling to the Hawaiian Islands.
Beginning Sept. 1, 2020, all trans-Pacific travelers arriving in Hawaii from out-of-state will have the option to get a valid COVID-19 test prior to their arrival, and show proof of a negative test result, to avoid the 14-day quarantine. Evidence of a negative test result must be provided upon arrival in Hawaii. Without this, passengers arriving from out-of-state will be subject to the 14-day quarantine. Travelers will be responsible for the cost of the pre-travel test. No testing will be provided upon arrival at the airport. The Health Department is in the process of developing this program, but anticipates requiring an FDA-approved test from a CLIA certified laboratory. Governor David Ige announced the partial reinstatement of the interisland quarantine, effective Aug. 11, 2020. The 14-day quarantine requirement will apply to any person traveling to the counties of Kauai, Hawaii, Maui and Kalawao. Additional details will be announced in the 11th emergency proclamation, which is currently being finalized. The mandatory 14-day quarantine for interisland travelers was lifted on June 16, however it is being partially reinstated in response to the recent resurgence of COVID-19 cases on Oahu, which is the result of large gatherings in uncontrolled environments. The interisland quarantine continues through Aug. 31 unless it is terminated or extended by a separate proclamation. Who needs to self-quarantine?
Persons entering the State of Hawaii must quarantine for 14-days or the duration of their trip, whichever is shorter. This applies to visitors and residents arriving at Hawaii airports through Aug. 31, 2020. You can read the Governor’s 10th supplementary proclamation for COVID-19 here. Do all travelers have to self-quarantine?
Travelers entering the State must self-quarantine unless they meet the criteria below:
- Persons arriving in the State on recreational boats that have been at sea for at least 14 days do not have to self-quarantine if no one on the boat is ill or experiencing COVID-19 symptoms.
- Persons traveling to the State to perform critical infrastructure functions (as described in the Proclamation) will be subject to self-quarantine but may break quarantine to perform their critical infrastructure functions (Note, exemption should be sought prior to travel through [email protected])
How do I self-quarantine?
You must go directly from the airport to your self-identified quarantine location. Do not leave to get food or other supplies and do not have visitors over. Monitor yourself for symptoms of COVID-19 daily. The full self-quarantine instructions can be found here.
What if I need medical care while on quarantine?
Call 9-1-1 for medical emergencies. Let the operator know your travel history and that you are in travel quarantine. For non-urgent medical care, contact your doctor to see if you can arrange a telehealth alternative or if you can postpone regular appointments until after your quarantine ends.
Can someone in quarantine drive another person to get medical care?
Call 9-1-1 for transport of persons needing emergency medical care. For non-urgent medical care, contact your doctor to see if you can arrange a telehealth alternative or if you can postpone regular appointments until after your quarantine ends. Remember to wear a mask when going out.
How do I get food and other essentials?
Arrange for a friend or relative to drop off essentials or make use of a contactless delivery service. A list of delivery services operating in Hawaii can be found here.
Can I break traveler quarantine to pick up medication that cannot be delivered, such as a controlled substance?
No. Please consult with the prescribing physician on an alternative.
What if I need to care for someone else?
Please wait until your 14-day traveler quarantine period is over to leave your home to care for a loved one. If you are caring for someone within your home, you can do so provided you are monitoring your own health and not leaving the home for appointments and other errands. Please make other arrangements such as use of a paratransit service, taxi, or ride share to get your loved one to their appointments. If they are suffering from a medical emergency, call 9-1-1.
If I live with others that did not travel will they need to self-quarantine too?
If you live with other people who are not subject to the travel quarantine, they do not need to quarantine. Only the traveler must quarantine. If you begin to experience symptoms of COVID-19 such as fever, cough, or shortness of breath, call your doctor. Based on a medical assessment, your household may need to self-quarantine. Remember, visitors should not be allowed at your shared residence until you complete your traveler quarantine.
Can I walk pets on a leash outside while in self-quarantine?
No. If you have a private yard or lanai you may exercise your pet there. Do not break quarantine by leaving your property.
When can I break a travel quarantine to perform essential work?
Do essential CISA workers need to follow any guidelines?
Persons entering the State to perform critical infrastructure functions should note they are subject to self-quarantine while away from their work site. What this means is they may break self-quarantine to perform their critical infrastructure only (and not for grocery shopping, or outdoor exercise, or anything else outside their self-quarantine location) and must wear appropriate protective gear and follow social distancing requirements.
How are those under traveler quarantine tracked?
Those entering the state or traveling interisland are screened at the airport and their information is confirmed. Visitors and residents will receive calls from the State of Hawaii COVID-19 Quarantine Enforcement Task Force. Calls from this task force will appear as the phone number (808) 468-9952 (for visitors) and (808) 377-4760 (for residents). Responses to these calls are either tracked until the end of the visitors or resident’s quarantine period, elevated to law enforcement, or removed from the list (in the case of essential workers).
How can I report someone breaking quarantine?
For violations call local law enforcement on their non-emergency lines. If I am transiting through HNL to a neighbor island, to the mainland or internationally, do I have to quarantined for 14 days in Honolulu?
Passengers who have a layover in Honolulu do not have to quarantine if they will not be leaving the airport. However, passengers who are transiting through Hawaii and their connecting flight is not the same day and therefore will be leaving the airport, will need to quarantine for 14 days or the duration of their stay in Hawaii.
Can I use the hotel facilities while in quarantine?
No. Remain in your designated quarantine location for 14 days or the duration of your stay, whichever is shorter. Do not visit any public spaces, including but not limited to, pools, fitness centers, meeting rooms, restaurants or any other hotel facilities.
Can I have guests over while in quarantine?
Do not allow visitors inside of your designated quarantine location other than a physician, healthcare provider, or individual authorized to enter the designated quarantine location by the Director of HI-EMA.
Can I rent a car while in quarantine?
People who are under the 14 day traveler quarantine period are not able to rent a car per Governor Ige’s seventh supplemental proclamation. Essential employees can submit an exemption request by emailing [email protected]
How are airline passengers in Hawaii screened?
All arriving passengers from domestic or international airports will be provided two forms to fill out while en route to Hawaii. One is a Department of Agriculture declaration form which will be collected by the flight crew prior to landing. The other is the “Mandatory Travel Declaration Form” which must be completed by each adult and unaccompanied minors. Passengers will hold on to the travel declaration form to be collected after deplaning the aircraft. Upon landing, all passengers will have their temperature taken as they exit the plane to determine if they have a temperature of 100.4 degrees or above. Those without an elevated temperature will proceed to the passenger verification stations where airport representatives will verify the mobile phone number provided by calling it in front of the passenger to ensure it rings. The address provided will be verified with property tax records to ensure it is a legitimate address. The hotel will be called to confirm the passenger has a reservation. When all the information is verified the passengers are required to initial and sign the Order of Self Quarantine acknowledging they are aware of the traveler quarantine measures.
Are interisland passengers screened?
All departing interisland passengers are screened prior to entering the TSA checkpoint. Screening includes a thermal temperature check and submitting the completed Mandatory Travel and Health. What happens if I refuse to provide the information or do not comply with the process?
Passengers who refuse any part of the airport verification process will be directed to law enforcement officers. Passengers will have the option of returning on the next flight back to the airport from which they came or they will be directed to law enforcement.
What if I do not have a confirmed reservation?
Passengers without a verifiable reservation will be allowed the opportunity to make a hotel reservation. If they are not able to confirm a reservation they will be able to book a ticket on the next flight back to the airport from which they came or they will be directed to law enforcement.
What is the penalty for violating the traveler quarantine order?
Failure to follow the order is a misdemeanor and is punishable by a maximum fine of $5,000 or imprisonment of not more than one year, or both.
