Dedication of new facilities for spill responders to support container terminal development

HONOLULU – The Hawaii Department of Transportation (HDOT), Harbors Division dedicated newly constructed piers and upgraded facilities at Piers 12 and 15 that will relocate the Clean Islands Council (CIC) and Marine Spill Response Corporation (MSRC) vessels from Piers 19 and 20, in support of the highly anticipated development of the Kapalama Container Terminal.

“This aspect of the harbor improvements consolidates the emergency response vessels into a single area, which will help response time in a crisis situation,” said Darrell Young, Hawaii Department of Transportation, Harbors Division Deputy Director. “The upgrade and modernization of our harbor facilities is essential if we expect our communities to thrive and not just survive.”

Facilities improvements include constructing new foundation elements, installing new concrete pile caps and slabs, installing precast and prestressed concrete planks and pavement, installation of waterlines, dock fenders and mooring bollards, upgrades to the electrical system and lighting, constructing new roof fascia and built-up roofing all to improve the safety and functionality of the facilities.

This project is part of a series of projects that will transform the former Kapalama Military Reservation into an overseas container terminal which will be known as the Kapalama Container Terminal. HDOT is developing the container terminal facility to address the critical need for new container terminal space and to resolve the shortage of cargo handling capacity issues at Hawaii’s busiest commercial harbor.

Presently, 80 percent of all goods consumed by Hawaii’s residents and visitors are imported, and nearly 99 percent of those goods pass through the Port Hawaii system. Increasing Honolulu Harbor’s container terminal capacity will promote efficiency and commerce throughout the state.
