HDOT Highways offices closed to the public beginning Friday, March 20

HONOLULU – The Hawaii Department of Transportation (HDOT) announces that all Highways Division offices will be closed to the public to enact social distancing in response to the COVID-19 pandemic beginning Friday, March 20 and continuing through Monday, April 6. This allows HDOT to further protect essential staff that are not able to perform their duties from remote locations.
Although physically closed, HDOT Highways staff is committed to ensure State Highways operations, maintenance, and project delivery continues at full speed.
Daily operations such as contraflow and HOV lanes, including the Zipper lane, will run as scheduled. HDOT intends to make full use of the lighter than normal traffic volumes to expedite projects by extending road closures times when possible. Lane closure notices will continue to be sent out and posted on https://hidot.hawaii.gov/highways/roadwork/
“As we are all changing our daily lives and activities to work together to slow the spread of COVID-19, I want to clearly communicate the priorities of State Highways,” said Hawaii Department of Transportation Deputy Director for Highways Ed Sniffen. “Our first priority is to protect the community and our staff as the global pandemic continues; our second priority is to put the processes in place to allow Hawaii to recover; and, our third priority is to position our staff to move forward once the threat passes.”
During the closure members of the public needing to do business with HDOT Highways are encouraged to use the following resources for:
- Permit Applications
Forms to apply for permits for construction, operate oversized or overweight vehicles, or to otherwise use and occupy State Highways facilities can be found online at https://hidot.hawaii.gov/highways/home/doing-business/guide-to-permits/
- Bids
Vendors are encouraged to make use of the Vendor Contracts Portal to view project plans and specifications https://hidot.hawaii.gov/administration/con
Bid submissions will be accepted for drop off at Aliiaimoku Hale (869 Punchbowl) between the hours of 1 p.m. to 2 p.m. Monday through Friday, excluding holidays.
All pre-bid meetings will be conducted virtually and HDOT will add live feeds of bid openings as they happen. Additional information will be available on the contracts site listed above.
- Consultant Qualifications
All consultant qualifications shall be submitted electronically. Hard copies are not required.
- Motor Carriers
HDOT is allowing extension of the Medical Examiner’s Certificate (MEC) and hazardous materials endorsement expiration for motor carriers through the period of the Governor’s emergency proclamation which began March 4 and was extended to May 15.
Forms for Motor Vehicle Modification and Vehicle Identification Cards may be found online and submitted via email. These resources are also at https://hidot.hawaii.gov/highways/home/doing-business/guide-to-permits/
HDOT has also determined that the county driver’s licensing authorities’ 90-day extension of driver’s license, state identification card, and CDL license expirations are allowable under state law. We continue to communicate with the Department of Homeland Security on Real ID requirements.
