5310 PROGRAM DESCRIPTION:
The FTA 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Program provides formula funding to states for the purpose of assisting eligible subrecipients in meeting the transportation needs of elderly and people with disabilities when the transportation service provided is unavailable, insufficient, or inappropriate to meeting these needs. The Hawaii Department of Transportation (HDOT) is the agency designated by the Governor to administer this Section 5310 Program federal funding with oversight from the Federal Transit Administration (FTA).

NO SUBRECIPIENTS SELECTED TO RECEIVE CRRSAA (CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS ACT OF 2021) 5310 GRANT FUNDING
CRRSAA funds do not have a lapse date and are available until expended. CRRSAA funding should be directed to the maximum extent possible to payroll and operations of public transit for qualifying organizations with lay-offs or furloughs since January 20, 2020 due to the Covid-19 pandemic. In order to use CRRSAA funds for purposes OTHER THAN payroll and operating expenses, qualifying organizations must certify no lay-offs or furloughs for any employees since January 20, 2020. In such case, public transit providers may qualify for vehicles in subsequent application cycles funded at 100% federal share with no local match required. CRRSAA FTA 5310 grant funds will be reallocated, as deemed necessary and appropriate, each fiscal year to subsidize eligible applicants. (Posted August 2, 2022)
