Groundbreaking ceremony held for H-1 Shoulder and Portland Cement Concrete Pavement Rehabilitation

HONOLULU – The Hawaii Department of Transportation (HDOT) held a groundbreaking and blessing ceremony Monday, May 7, 2018 for the H-1 Shoulder and Portland Cement Concrete Pavement Rehabilitation (PCCP) project. This project to rehabilitate the H-1 Freeway in both directions between Pearl City and Halawa, and widen the eastbound shoulder lane between the Waimalu Viaduct and the Aiea Pedestrian Overpass is estimated for completion in early 2020.

“The H-1 Freeway from Pearl City to Halawa is the most heavily used highway in the state with an average of 240,800 drivers travelling over it daily,” said Hawaii Department of Transportation Director Jade Butay. “Taking action to preserve this roadway and its safety features is critical to the many West and Central Oahu residents and businesses who depend on this vital lifeline.”

Given the heavy use and critical nature of the area to be worked on, the Contractor maximized efficiencies to reduce the length of the needed closures. By adjusting their project sequence, they were able to start weekend night closures in the eastbound direction at 6:30 p.m. rather than 4:30 p.m. and still get off the road by 6 a.m.

The $63.7 million design-build project was awarded to Kiewit Infrastructure West Co. earlier this year. Construction for the project is organized into two phases, pavement rehabilitation and shoulder widening. Motorists traveling eastbound on the H-1 Freeway in Aiea in early May have already driven over the new paving designed to prepare for the installation of the precast concrete panels. These pavement sections have been rebuilt at the final grade of the roadway to ensure a safe and smooth surface once the PCCP is installed.

The rehabilitation of the pavement between the H-1 eastbound Waimalu Viaduct and the Aiea Offramp will also widen the current 10-foot shoulder with a 24-foot wide shoulder that could be used for vehicular traffic.
