Notice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii Department of Transportation (HDOT) propose the Puunene Avenue Safety Improvements Project on the island of Maui. This federally funded State project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).
The area of potential effect (APE) is the existing road right-of-way of Puunene Avenue from Wakea Avenue to Kuihelani Highway. The APE is approximately 7.27 acres. It includes the length and width of the Puunene Avenue right-of-way that is 0.6 miles long and up to 100 feet wide.
The undertaking will consist of adding one (1) travel lane in each direction; installation of bioswales and drainage facilities along both edges of the highway; construction of new concrete sidewalks, a retaining wall, and noise walls. Staging of equipment and material will only occur in previously disturbed areas within the HDOT right-of-way (ROW).
Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal/cultural ties to, cultural knowledge or concerns for, and cultural/religious attachment to the proposed project area, or other individuals and organizations with legal, economic or historic preservation interest who would like to participate in the Section 106 process for the proposed project are requested to contact Ms. Holly Yuen, HDOT Project Manager, at [email protected], or
