Additional concrete panels added to H-1 Shoulder Work and PCCP Pavement Rehabilitation project in Waimalu

Precast panel installations will require nightly ramp closures at the Waiau interchange in Pearl City on May 21 and 22.

HONOLULU – The Hawaii Department of Transportation (HDOT) will be installing 143 additional precast concrete panels as Phase 3 of the H-1 Shoulder Work and Portland Cement Concrete Pavement Rehabilitation project. The installation of the precast panels will rehabilitate both directions of the H-1 Freeway at the Waimalu Interchange as well as the H-1 eastbound between the Aiea Pedestrian overpass and the Aiea Heights Drive overpass.

Phase 1 of the project resulted in 1,279 panels installed on the H-1 between May and August 2018. During the installation of the panels in the original scope it was discovered that the areas identified were also in need of repair. HDOT originally planned to address this in late October 2018 but this was postponed as HDOT and the contractor negotiated the cost for the additional panels. Estimated cost for the installation of the 143 panels is $4.83 million. The installation is estimated to be complete in late Summer.

This work will require a nighttime closure of the Moanalua Road onramp to the westbound H-1 Freeway on Tuesday, May 21 and Wednesday, May 22. Additional closure information for this project is as follows:

  • The Moanalua Road onramp to the westbound H-1 Freeway will be closed from 7:30 p.m. to 3 a.m. on Tuesday, May 21, 2019 and Wednesday, May 22, 2019.
    • Westbound motorists wanting access the H-1 Freeway are advised to stay on Moanalua Road, then transition onto Kuala Street, make a right turn at Kamehameha Highway and take the westbound H-1 Freeway/Waianae onramp.

The closures of the onramp and offramp are required for work zone safety due to the close proximity of the roadways. HDOT will notify the public of these closures as they are confirmed. More information on the project can be found at https://h1waimalu.com

Additional closures will be scheduled at the Waiau Interchange during the month of June. HDOT is aware of upcoming graduation events and will plan to avoid significant closures on those nights.

Electronic message boards will be posted to warn motorists of the closures and detours. Special duty police officers will be onsite to assist with traffic control. Emergency vehicles, first responders and TheBus have been notified of the roadwork and will be allowed through.

HDOT advises motorists to plan ahead and allow for extra travel time before getting on the road. Roadwork is weather permitting.
