HONOLULU– The Hawaiʻi Department of Transportation (HDOT) is seeking applications for federal Transportation Alternatives (TA) Set-aside funding (FY 2024) for specific activities that enhance the intermodal transportation system.

The funded transportation projects will prioritize safety, comfort, equity, and connectivity to destinations for non-motorized users of our transportation networks, including pedestrians, cyclists, children, seniors, and the transit dependent.

Eligible projects include non-construction (e.g., programs, studies, Safe Routes to School coordinator position) and construction (e.g., new or improved bicycle routes, sidewalks, bus stops, overlooks, viewing areas, wayfinding, traffic control, storm water mitigation).

Eligible applicants include non-profit organizations, and state or local agencies responsible for managing roadways, public land, education, and mass transit. Eligible applicants that do not routinely use federal-aid highway funds must obtain the commitment of a sponsoring transportation agency (e.g., Department of Public Works, mass transit agency) to manage the project per federal regulations.

The TA program covers 80% of the project cost, and the applicant/sponsor is responsible for the remaining 20%. The federal share is paid on a reimbursable basis.

Projects funded through the 2023 TA program cycle include:

• Hālawa Station-Aloha Stadium Skyline Intermodal Multi-Use Pedestrian/Cyclist Pathway, O‘ahu: Awarded 2022/Transfer funds to Federal Transit Administration, 2023
  • Applicant: City and County of Honolulu, Dept. of Transportation Services
  • TA funding: $7.2 Million
  • Description: The scope of this project is to construct a new pathway between the Hālawa Skyline Station and the access road to the USS Arizona Memorial. It would be sheltered by the elevated rail infrastructure and separate from the busy highway. It will benefit residents and tourists using Skyline.
• University of West O‘ahu Bus Stop Improvements, O‘ahu: Awarded 2023/Transfer funds to Federal Transit Administration, 2023
  • Applicant: City and County of Honolulu, Dept. of Transportation Services
  • TA Funding: $2.4 Million
  • Description: The scope of this project is to construct north-bound and south-bound pull-out bus stops (2) with shelters at the University of Hawaiʻi West O‘ahu Skyline Station. It will enhance the safety of access to the rail station for bus passengers, pedestrians and cyclists.
• City and County of Honolulu, Safe Routes to School (SRTS) Coordinator, O‘ahu: Awarded 2023
  • Applicant: City and County of Honolulu
  • TA Funding: $88,000
  • Description: The funds will support one, half time position for two years to manage the City and County of Honolulu SRTS Program.
• County of Hawaiʻi, SRTS Coordinator, Hawaiʻi Island: Awarded 2023
  • Applicant: County of Hawaiʻi
  • TA funding: $244,000
  • Description: The funds will support one full-time position for two years to manage the County of Hawaiʻi SRTS Program.
• Ala Wai Canal Pedestrian Bridge Design, O‘ahu: Awarded 2023
  • Applicant: City and County of Honolulu, Dept. of Transportation Services
  • TA funding: $1,078,964
  • Description: The scope of this project will be the design of a pedestrian bridge from Waikīkī to Mō‘ili‘ili across the Ala Wai Canal to improve connectivity, travel distance, and pedestrian safety between two densely populated areas.
