NOTICE OF CONSULTATION

SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006)

HANA HIGHWAY EMERGENCY CULVERT REPAIRS, ROUTE 360, MILE POST 4.3

Notice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii Department of Transportation (HDOT) propose a culvert repair project located at approximately milepost 4.3 along Hana Highway, approximately 6.75 miles east-southeast of Haiku on the island of Maui. The bridge carries Hana Highway over Hanehoi Stream. This federally funded State project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). This scour damage is a result of heavy rains and floods in March 2021, for which the Governor issued an Emergency Proclamation on March 9, 2021.

The undertaking will consist of a full culvert replacement due to the age and poor condition of the existing culvert.  The culvert replacement will require complete removal of embankment material at the culvert location, therefore, it is necessary to construct a temporary bypass road to allow for vehicle travel in and out of Hana.  The new culvert is anticipated to be larger than the original culvert in order to convey the anticipated flows per HDOT drainage design standards.  Precast concrete construction is anticipated to be utilized to reduce the duration of the construction.  Temporary bypass pipes to carry base stream flow during construction may be required. The newly constructed culvert crossing would remain one-lane.

The proposed Area of Potential Effects (APE) comprises the culvert footprint, the approach/transition onto the road, the temporary bypass road, roughly 20 feet on either side of the culvert for vegetation clearing and foot access, and temporary construction staging areas. The combined APE is roughly 32,780 square feet or approximately 0.75 acre. The staging areas will be located within the project area.
