KAMEHAMEHA HIGHWAY RESURFACING, VICINITY OF KAHALUU STREAM BRIDGE TO WAIAHOLE VALLEY ROAD

The Hawaii Department of Transportation (HDOT) is planning to resurface Kamehameha Highway from the vicinity of Kahaluu Stream Bridge to Waiahole Valley Road.  Project activities include cold planing, resurfacing, pavement reconstruction, striping, and installation of milled rumble strips.

HDOT has applied to the Department of Health (DOH) for a Variance Application for Community Noise Control, pursuant to the Hawaii Administrative Rules, Chapter 11-46, Section 11-46-6(a), which states, “General Prohibition.  Without a permit or variance issued pursuant to section 11-46-7 or 11-46-8, no person within the State shall operate, from any premises or land owned, rented, leased, occupied, or controlled by that person, any excessive noise source.”

HDOT is proposing to conduct construction-related activities during the nighttime and weekend hours listed below, which is estimated to begin as early as January 2026 and end by June 2026.

Monday to Thursday, nightly 6:00 P.M. – 7:00 A.M.
Friday evening through Saturday morning 6:00 P.M. – 9:00 A.M.
Saturday evening through Monday morning 6:00 P.M. – 7:00 A.M.

The public is invited to comment on the Community Noise Variance application for the proposed project, which was submitted to DOH on November 12, 2025.  DOH will accept written public comment on this application through December 15, 2025.  Constituents that would like to submit written comments, request information, or receive a copy of the application may contact:
