North Shore Repaving Project, ʻŌpaeʻula Stream Bridge to Kapuhi Street
The State of Hawaii Department of Transportation (HDOT), has applied to the Department of Health for a Variance Application (Variance Application No. V-1252) for Community Noise Control, pursuant to the Hawaii Administrative Rules, Chapter 11-46, Section 11-46-6(a), which states, “General Prohibition. Without a permit or variance issued pursuant to section 11-46-7 or 11-46-8, no person within the State shall operate, from any premises or land owned, rented, leased, occupied, or controlled by that person, any excessive noise source.”
Project Overview
HDOT proposes roadway resurfacing on Joseph P. Leong Highway and Kamehameha Highway from ʻŌpaeʻula Uka Stream Bridge to Kapuhi Street.
The work schedule from January 6, 2025, through April 30, 2025 to conduct nighttime and weekend construction related activities is proposed as follows:
Monday – Thursday, nightly | 8:30 p.m. – 5 a.m. |
Friday evening through Saturday morning | 8:30 p.m. – 9 a.m. |
Saturday evening through Monday | 6 p.m. – 12 a.m. |
The Department of Health will retain and consider all written comments received no later than Wednesday, Dec. 18, 2024. If the comments received warrant it, HDOT may hold a public hearing, after December 18, 2024, on the variance application. The final decision will be made on the basis of the application, related documents, written comments and the public hearing, if any.
