Notice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii Department of Transportation (HDOT) propose an emergency repair project involving Kekaulike Avenue at M.P. 8.2 on the island of Maui. This federally funded State project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). The project will repair damage that resulted from a severe weather event on December 5, 2021, for which the Governor issued Emergency Proclamations on December 6, 2021, December 10, 2021 and February 8, 2022. Runoff from a stream north of the damaged area flowed down Kekaulike Avenue and eroded approximately 200 linear feet along the west side of the roadway. The height of the eroded embankment is approximately 20 feet.
The undertaking will consist of constructing a gravity retaining wall system by placing precast concrete units into the ground and backfilling to stabilize and reinforce the affected roadway. Staging of equipment and material will only occur in paved, previously disturbed areas within the HDOT right-of-way (ROW).
The proposed Area of Potential Effects (APE) comprises the area that eroded during the December 2021 severe weather event, where project activities will take place and where equipment and materials will be staged. The APE is roughly 23,960 square feet or approximately 0.55 acre; please refer to Figure 1. Kekaulike Avenue at M.P. 8.2 will be closed for approximately two months and traffic will be detoured on existing roads as detailed in Figure 2.
