2011-2014 (+2) STIP Revision #4

The State Department of Transportation is providing an opportunity for the public to submit comments on the proposed STIP Revision #4 to the Fiscal Year (FY) 2011 to 2014 (+2) Statewide Transportation Improvement Program (STIP). The STIP document identifies projects that are to be programmed for federal Highway or Transit funding.

The primary purpose of this revision is to address needed changes to FHWA funded projects due to shifts in project schedules, priorities and cost estimate increases or decreases that occurred through the project development process. Other scheduling changes or funding restructuring were also necessary to fiscally balance the aforementioned changes.

For the island wide Bridge and Pavement Improvement Program line items OS87 (Oahu), HS42 (Hawaii), MS36 (Maui), and KS25 (Kauai), yearly lump sum amounts have been added for FYs 2012-2016. These lump sum amounts represent total State funding levels for the Special Maintenance Program (SMP) for each respective island. The SMP is a program that funds individual repair or maintenance projects that do not normally occur annually. The SMP funds resurfacing and pavement and bridge preservation projects. If federal funds become available, these projects may be federally funded in the future to preserve State funds or expand the SMP program.

Changes to the FTA program reflect updated revenue estimates and project development related changes.
