Guide to Permits

HDOT issues a variety of permits to individuals, businesses and agencies desiring access to the State right-of-way.

HDOT has responsibilities to accommodate applicants, permittees, and the traveling public. It is in the public’s interest for the HDOT to regulate activities within the State highway right-of-way in
order to preserve safe and reasonable practices, while protecting the structural integrity of the State highway system.

Application forms and instructions are provided for the various categories of permits below. For further information on the various permits, contact the district permit offices identified in the sidebar.

Construction permits:

  • Permit Application to Perform Work Upon State Highways – To perform all work within State Highways in conformity with state regulations and HRS 464-4 (Public Works) specifications. Please submit completed application via email to the district where the work is to be performed. Work upon State Highways shall not be performed until the application is approved by the district office. For more information on the requirements for routine construction work, click here.
  • Weekly Lane Closure Form – To close lanes on State highways in order to perform work. Forms must be completed on a weekly basis. Please submit completed applications via email to the district of the designated lane closure.

Oversized and overweight vehicle(s) and loads:

OCCUPANCY AND USE PERMITS:

  • Application & Permit for the Occupancy & Use of State Highway Right-of-Way – To install, maintain, and facilitate all work, activities, or events performed on State Highway right-of-way
    including, but not limited to, engineering surveys, maintenance, inspections, and landscaping. Please submit completed application via email to the district of where the lane use/occupancy is requested. Closures or occupancy of facilities cannot be performed until the application is approved by the district office.
  • Weekly Lane Closure Form – To close lanes on State highways in order to perform work. Forms must be completed on a weekly basis. Please submit completed applications via email to the district of the designated lane closure.

Stormwater Management:

For information regarding projects in relation to the HDOT State’s storm drainage system, contact the district Stormwater Management Program. Application forms and instructions are provided for the Stormwater permits on each district’s Stormwater Resource page.

Other:

  • Temporary Use of Airspace Within State Highway Right-of-Way – To use the airspace on Federal-aid highway systems for non-highway purposes in accordance with FHWA and State policies relating to the management of airspace.
  • Motor Vehicle Modification & Reconstruction – Needed to review and approve all plans and specification for motor carrier vehicles that are to be modified or reconstructed in the State. Applicable for all modified/reconstructed vehicles that will be operated on State Highways.
  • Motor Vehicle Inspection Station Application – To ensure uniformity between facilities used to serve as a motor vehicle and equipment station of the State DOT. All inspection stations are required to submit necessary certifications and registrations to be in compliance with State regulations.
